Balloons make excellent shark tracking devices if you leave enough line on them!

Been watching alot of shows offshore with people kite fishing.was wondering if this is against pier regulations.

Kite fishing? When did that become a rule????
I figure it this way, if everyone in the world had a lie clock, whose hands moved once every time they lied. You could use any politicians lie clock as a ceiling fan.

I don't see what good it would do though, a kite will be downwind.
And a float will get your bait out 200 yards (downwind) if you want to let out that much line.
