And I will reiterate, if it is north of the octagon, why should those fishing on the octagon mind it?

    After all the controversy generated on this thread, I can see why trolley rigs were outlawed in the first place.

    A trolley is apparently a trolley even though the sins of the two-line are far greater than the sins of the one-line. Single-line trolley rigs probably could be interpreted to fall under the "bottom fishing only upwind rule" but it would still probably draw flack. It would depend a lot if you could keep out of the way that mythical creature (at least this summer) which would be a hooked fish. Like balloon fishing or bag fishing, it draws fire just because it is.

    That said, I've seen trolley fishermen on east coast piers who had trouble playing well with others.
