I think that he's saying that when fishing a large river, if you're perplexed as to what area to target, work the shoreline (the "coast"), and stay out of the main current deep water middle. In that way, it breaks the area up into sections, as if they were all distinct bodies of water. It makes it easier to pattern fish when you can identify the structure that they relate to. That mindset can be applied to pier fishing similarly by excluding a portion of the pier you judge to be less productive than the others. Work the skinny water one way, with distinct baits and work the end of the pier with "big-fish" baits and techniques, as if they were completely different bodies of water.
