Someone told me the pier was closed due to the government shutdown is this true

Well, 'nothing to do' as far as operations, but the 'lame' federal government paid $2.3 million so the pier would exist today for you to stand on. That's considerably more than the $1.5 million the taxpayers of Alabama financed with a bond issue.

With $4 million likely coming from the gas and oil royalties, the state plans to add about $1.2 million in insurance proceeds, $2.3 million of Federal Emergency Management Agency funding, and $1.5 million from a state park bond issue to come up with the pier's $9 million price.

Back on the topic of the storm, even if it makes land-fall in southern mexico, what will the seas be like? I haven't been out in a storm in a boat in a while (and i mean A WHILE), are we talking 3-5' white caps? breaking? or swells?
I figure it this way, if everyone in the world had a lie clock, whose hands moved once every time they lied. You could use any politicians lie clock as a ceiling fan.
