I've fished bull reds with cut fresh mullet off the bottom with good results. I use a depth finder slip rig and pyramid weight enough to hold in any current and let it sit. Unless the schools are moving through on the top, then any artificial will work. I usually fish from the "T" to the octi in deeper water, using a larger circle hook.
good fishing...

I'm not local so can't help with where to get the mullet there. I use cut mullet a lot for bulls, but the very best bull red bait I have ever used is a 10" white trout (live) on a fish finder rig like fshntime described. It's like holding out an ice cold adult beverage to someone who's been out working in the hot sun all day, they can't resist it. You can catch the white trout with a small hook and small piece of shrimp.
I've got a new, never used, large 36" pier fishing net for sale with 30' heavy duty rope. Looking to get just $38 and no extra tax! Msg me if you want pics.
