Apparently it is more complicated, involving where you can park and where you can fish at certain hours, but this thread kind of explains it.

The fishing pier is open 24 hours a day. Right now the park opens at 8am and you have to be out of the park by 5pm, this mean vehicles out of the gates-not fish till five and then make the trek back to the parking lot. The little pier there doesn't consistently produce numbers of fish but there are days when you can catch a half dozen or more flounder from it with bull minnows or various artificials. I fish the fort at least once a week now and the bite has been rather slow but the water temp is starting to climb so hopefully things will start to turn around soon.

occasionally, pompano are caught off that pier. Not by me. When we fish there, I am strictly a catfish and crab feeder.
