The Gulf Headboat Collaborative is a group of federally permitted headboat captains who are testing a new way to regulate fishing for snapper and grouper that could provide greater flexibility for their businesses and better access for the anglers they serve. The National Marine Fisheries Service (“NMFS”) has issued an Experimental Fishing Permit (“EFP”) to the Collaborative to test this pilot program in 2014 and 2015.

While it may be good for the head boat industry I don't see how can say it won't affect the recreational fisherman.
If the guideline and laws are abided by like they're supposed to, which I doubt, even then they'll have every close in reef cleaned out.
If restrictions are put in place for the ARS, which I think they should, it should be across the board. One group of fisherman should not allowed to use a natural rescource while other cannot. It all goes back to the $bill.
