I've seen plenty of cobia caught on small catfish. If a cobia is hungry you can catch them on almost anything

If you don't have an eel then a 6-8" catfish has always been my goto bait they will eat it like candy.

Good luck on the cobia its the wrong time of year but you can still find a few dwellers around but they are scarce.

Jigs: No Alibi, Big Ben, popeye, and Octo head are my favorites
Live Bait: Eel, pinfish, catfish, alewife, and nothing really beats a good lively threadfin.
