not a solution you probably have readily on hand but i promise that jewelweed works!
there are a few other remedies mentioned here as well but i can't claim to using them all.
Poison Ivy Remedy
ZANFEL! It is expensive, but it works more quickly to abate the itch and cure the blisters than anything else I have used, and I have an extreme allergy to poison ivy. It is normally available at WalMart and other pharmacies. Cost is around $35 per package, but worth every penny of it if you need it. Easy to use, just make sure you follow the directions exactly. I see results in 2-3 hours and the itch relief is almost immediate.

This will sound crazy to you, but chlorine bleach, as strong as the sensitivity of the person's skin will allow (I use it straight).
For a small child you might start off on a small spot with a 5:1 (water to bleach) mixture. That probably will not be strong enough to act really fast, but it's a good place to start. Just lightly and briefly rub with a saturated paper towel.
Bleach will suck the juice out of those blisters faster than anything.
Not a healing cure but an itch help is to get in the shower spray the poison ivy with water as hot as you can stand it for as long as you can stay it. Then immediately blast it with the coldest water you have in your shower. It will stop the itching for several hours.
Jewelweed does work, but it is seasonal where we are, summer time only.
A friend says Mean Green power hand scrub works.
