If you like a bailed reel,the 704 is better.if you like a manual then go with a 706. And no,installing a conversion kit on a 704 doesn't make it a 706. The only way to do that is to install a 706 rotor,spool,bearing,ect......Just remember,to flip the bail on a 704 you must turn the handle.You can't flip it by hand. That's my 2 cents,others will feel different.
That's about it, John nailed it pretty much.
They are essentially the same reel inside, but the manual bail, distinct handle knob and slightly larger line capacity set the 706 apart in my book. :headbang:
For me,the handle is one thing the 704 has over the 706. When I get the two 700's from Chef,that will give me two more torpedo handles to put on a couple of reels.

The only disadvantage for me personally with the 704's is that a strong cast can cause the handle to rotate, flipping the bail and snapping off my bait. I have a manual conversion on one of my 704's for throwing cigs.
I know the top end is a little beefier on a 706, but the 704's have been plenty of reel for pier fishing for me. Actually, I'm a Zebco cardinal 7 slut and they are not nearly as robust as the Penn's
And for the life of me I can't understand why the 706 sounds like it has a bad bearing in it. There is no bearing on any other reel that sounds that bad.
Please be advised I'm a twice a year pier fisherman. The real experts all seem to use 706's that sound like coffee grinders or those high dollar van $$$,

I like the 704 greenies thats what i have and use
